Impact: PID Mirror servers of ePIC

Several PID mirror servers of the GWDG are subject to a malfunction and are currently not
available.
We are working on a solution.
For PID resolution please use the global entry point (hdl.handle.net) instead of its local
instances (vm*.pid.gwdg.de). In some cases the resolution might slow down.
PID registration is not affected.
