Impact: PID resolution might slow down

The global proxy server of the Persistent Identifier Consortium for eResearch
(vm03.pid.gwdg.de) is subject to a malfunction and is currently not available.
We are working on a solution.
For PID resolution please use the global entry point (hdl.handle.net) instead of its local
instances (vm03.pid.gwdg.de). In some cases the resolution might slow down.
PID registration is not affected.
